The City Council of the City of Shoreacres, Texas met in Regular Session on

Monday, July 9, 2007 at 7:00 p.m.
in the City Council Chambers of City Hall, 601 Shoreacres Blvd.,

Shoreacres, Texas, with the following present constituting a quorum:

1.0       CALL TO ORDER / ROLL CALL:

The meeting was called to order by Mayor Jayo Washington at 7:01pm.

2.0       PUBLIC HEARINGS, SPECIAL PRESENTATIONS & COMMENTS

2.1       Citizen’s Comments

 

Patrick Stanton, 128 Shady Lawn: Asked council if a decision had been reached about approving the Happy Walkers event in October. The Mayor responded that he wants to see the event take place but that no formal action has been taken.

 

Anita Willis, 1009 Forest: Thanked the police department for their fast response to an incident with an unwelcome contractor/solicitor at her home.

 

Mayor Washington introduced Adam Yanelli, the new editor-publisher of The Bayshore Sun, to council.

3.0       APPROVAL OF MINUTES

3.1       Regular Council Meeting: June 25, 2007

 

            Alderman Revak moved to approve the minutes as presented. Alderwoman Arons seconded.

 

            The vote was as follows:

            AYES: Revak, Victor, Arons, Adams.

            NAYS: None.


4.0       REPORTS

4.1       Council Reports

 

Revak:  No report.

 

Arons: Reported that she had been asked by Alderman Gomer to ask about having a needs assessment workshop. Arons inquired about the Mayor’s meeting with Commissioner Burke and if the Mayor had sent the port a formal letter asking for the consideration of a sound absorbing wall. Mayor Washington responded that he intends to discuss the sound wall in his meeting with Commissioner Burke.

 

Adams: Reported that TxDOT will review the need for a right turn lane on Shoreacres Blvd. at SH-146. Adams also reported that he has met with several residents of Bayou Forest but didn’t get to talk to the additional 20 to 30 residents that he planned to reach during a neighborhood function that was dampened by heavy rain. Adams reported that he will keep working to reach a consensus on lowering the speed limit on Bayou Forest to 20 or 25 miles per hour.

 

Victor: Remarked on prior comments made by Charlotte Wells about capturing baseline soil samples and that he would like to see it get some serious consideration by the city. Victor noted that bigger ships will mean more dredging in the Bayport channel. He suggested contacting the County Subsidence District to question the impact dredging might have on subsidence or movement (sliding) of the channel bank. He suggested council think about taking soil core samples for preservation and use as a reference sample in the event of future flooding.

 

Washington:  Reported that the window shutters for City Hall were being built and that eleven of fifteen have already been delivered to the city. He reported that he plans to schedule needs assessment workshop date(s) and asked that department heads play an active roll in the assessment process.

 

4.2       Staff Reports

 

4.2.1    City Administrator’s Report

 

David Stall: Reported that a budget calendar will be prepared and distributed prior to the July 23rd meeting. Stall also reported on the status of street work on Westview and Bayou; that he met with the City Engineer; and, that alternative pricing for concrete street surfaces are in the process of being obtained for consideration.

 

4.2.2    Police Department Report

 

Chief French: Reported to council that the police department had made 30 arrests and issued 745 tickets (including warnings) during the prior month; that Officer C. Newman has applied for a $58,000 grant to purchase 800 MHz radio equipment and that the grant has been accepted to committee; that another grant application has been made for police records software; and, that a truck that launched a boat from Shell Beach was cited for driving in Miramar Park.

5.0       BUSINESS

5.1       Consideration and approval of invoices. (Stall)

 

            Mayor pro tem Revak moved to approve the payment of invoices as presented. Alderwoman Arons seconded.

 

            The vote was as follows:

            AYES: Revak, Victor, Arons, Adams.

            NAYS: None.

6.0       ADJOURNMENT

There being no further business, Mayor Washington declared the meeting adjourned at 7:32 p.m.
