The City Council of the City of Shoreacres, Texas met in Regular Session on

Monday, August 13, 2007 at 7:00 p.m.
in the City Council Chambers of City Hall, 601 Shoreacres Blvd.,

Shoreacres, Texas, with the following present constituting a quorum:

1.0       CALL TO ORDER / ROLL CALL:

The meeting was called to order by Mayor Jayo Washington at 7:01pm.

2.0       PUBLIC HEARINGS, SPECIAL PRESENTATIONS & COMMENTS

2.1       Citizen’s Comments

 

Neil Moyer, 1118 N Country Club Dr: Addressed the council about budget and investment in public infrastructure. He described public works debt as it relates to infrastructure maintenance. And suggested that the City work at the State level to promote an effort to spread the cost of infrastructure maintenance.

 

Jerry Priest, 1207 Shoreacres Blvd: Raised a drainage concern related to the elevated houses that surround his property.

 

Brenda Brown, 631 Fairfield: Addressed the council about flooding experienced in her backyard and shared high-water photographs. She noted that TxDOT needs to clear their ditches along Broadway so that connecting ditches can flow properly. She also noted a problem with mosquitoes.

 

Guinn Parker, 619 Fairfield: Addressed the council about his and other yards that flood along the rear easement in the middle of the block.

 

Patrick Stanton, 128 Shadylawn: Told council about two houses on Shoreacres Blvd. that have palm trees that drop palm leaves that float down ditches until they block inlets and culverts.


3.0       APPROVAL OF MINUTES

3.1       Regular Council Meeting: July 9, 2007

 

            Alderman Adams moved to approve the city council meeting minutes for July 9, as presented. Alderman Gomer seconded.

 

            The vote was as follows:

            AYES: Revak, Gomer, Victor, Arons, Adams.

            NAYS: None.

 

3.2       Regular Council Meeting: July 23, 2007

 

            No action.

4.0       REPORTS

4.1       Council Reports

 

Revak:  No report.

 

Gomer: No report.

 

Arons: No report.

 

Adams: Reported that Bayou Forest residents are concerned about the speed limit on Bayou Forest and request that the speed limit be lowered to 20 miles per hour. He has been asked to pursue having the city reduce the speed limit. In response to a question from the Mayor he said the request came from 12 of the more than 70 plus residents who responded to a flyer that was distributed along the street.

 

Victor: No report.

 

Washington:  Reported that he met with Port officials on Thursday, August 2, to address the draft response to public questions raised at the various community meetings. A follow-up meeting will be held on August 23. The Mayor also reported that the Shoreacres BBQ Cook-Off will be held on Saturday, October 13, at Circle Park.

 

4.2       Staff Reports

 

4.2.1    City Administrator’s Report

 

David Stall: Reported that the City is monitoring a tropical storm in the Atlantic that is expected to become a Hurricane on Friday and that it is still two weeks out; the City’s emergency generator is being run under load every Friday and that the Police Chief participated in the most recent test so that he can start the generator in the event of an emergency; a lift station pump at LS#1 has been replaced and the controls have been damaged by lightning; AT&T has met with the Building Official about the cables, conduit and equipment boxes that are being installed along the City streets; the City suffered an e-mail virus that caused a nine-day outage; a failed UPS caused our network server to shut down periodically causing unanticipated downtime; a full-time public works employee had been hired and has already left for another position; the City’s part-time park employee has returned to college leaving an opening; and, final water meter reading were submitted today allowing utility bills to be printed today.

 

4.2.2    Police Department Report

5.0       BUSINESS

5.1       Consideration and approval of invoices. (Stall)

 

            Alderman Gomer moved approve the payment of invoices as presented. Mayor pro tem Revak seconded.

 

            The vote was as follows:

            AYES: Revak, Gomer, Victor, Arons, Adams.

            NAYS: None.

6.0       WORKSHOP

6.1       Discussion of the program survey, assessment of city needs for FY-2007/2008, and other budget preparation.

 

            Alderwoman Arons moved to discuss the program survey, the assessment of city needs and items related to budget preparation. Alderman Gomer seconded.

 

            Council reviewed the results of the program survey. They discussed programs of work that need expansion or greater emphasis, including but not limited to animal control, streets, drainage.

 

            The City Administrator was directed to return a budget draft that reflects the priorities as discussed.


7.0       ADJOURNMENT

There being no further business, Mayor Washington declared the meeting adjourned at 9:40 p.m.
